Two Telford residents charged with Aggravated Child Abuse and Neglect.

According to Sheriff Ed Graybeal, Deputies responded to 533 Browning Road in the Telford Community to assist Washington County Emergency Services. Upon Deputies arrival they discovered a two year old child with severe injuries about his head and body area. After further investigation it was found that the child had multiple injuries in various stages of healing that were inconsistent with the mother and live in boyfriends statements.
Amanda Gracie Percell W/F 22 and Andrew Lorenze Allen 28 W/M of 533 Browning Road, Telford are charged with one count each of Aggravated Child Abuse and are being held on a $100,000 bond with an arraignment scheduled for today at 1:30 in Sessions Court.

Death Investigation Turns Up Mushroom Grow Lab.

According to Sheriff Ed Graybeal, Washington County Sheriff Officers responded to a death investigation at 101 Rambling Road, and upon arrival located a 24 year old female dead of a apparent gunshot wound .The name is being withheld until the investigation is complete and notification of the next of kin.
While processing the scene there was a locked room, a search warrant was obtained and served and officers discovered what turned out to be a large mushroom grow lab. Inside they recovered 700 mushrooms, two firearms, ¼ pound marijuana and ¼ pound dried mushrooms. Warrants have been issued for Kelvin Barnard Conerway W/M age 25 for Manufacture Schedule I, Possession of Schedule VI for resale, possession of a firearm while committing a dangerous felony ,and maintaining a dwelling where drugs are sold. A bond was set for $40,000.00 and officers are currently looking for him at this time.

Large Marijuana Operation Busted in Washington County.

According to Sheriff Ed Graybeal, Agents with the 1st Judicial Drug Task Force arrested Marcus L. Story B/M Age 33 of 684 Cash Hollow Road.
Agents received a tip approximately six months ago, and after a lengthy investigation were able to make the arrest, and seize numerous items. A 2005 Cadillac Escalade, 6 handguns,4 ounces of cocaine,41.5 pounds of marijuana and $8410.00 cash. Marcus Story was charged with Sale of Schedule VI and II ,Drug Paraphernalia, Possession of a firearm during the commission of a felony, and maintaining a dwelling where drugs are sold. Story made a bond of $42000.00 and has an Arraignment set for today at 1:30pm in Sessions Court.

A Limestone, TN man Being Held In The Washington County Detention Center Has Died.

According to Sheriff Ed Graybeal, inmate Charles Frederick Young III, age 35, of 631 Saylor Hill Road, Limestone, died this morning after being transported to the Johnson City Medical Center by ambulance. Mr. Young was being held in the Detention Center on a Violation of Probation charge. Mr. Young was on probation for Possession of Schedule I Drugs for Resale, and Possession of Schedule VI Drugs.
The investigation has been turned over to the Tennessee Bureau of Investigation. There is no foul play suspected at this time.

Indoor Marijuana Grow Operation Harvested In Washington County.

According to Sheriff Ed Graybeal, Washington County Sheriff’s Office Investigators working on a one week investigation have shut down an extensive indoor Marijuana grow operation. The Criminal Interdiction Unit received an anonymous tip regarding the indoor Marijuana grow and upon making contact with Richard William Baldwin, age 37, 381 Possum Hollow Road #3, Gray; a search was completed on the residence where the Marijuana Grow was located. A second adult subject: April Richardson, age 28, was also in the home.
Investigators located 52 Marijuana plants in various stages of growth with a value at maturity of $52,000.00 in the residence along with 8.8 ounces of processed Marijuana and various items of drug paraphernalia.
It was discovered that the couple’s infant child was also living in the residence and the Department of Children’s Services responded for placement of the child pending the conclusion of the investigation.
Richard William Baldwin is charged with Maintaining a Dwelling where Controlled Substances are Used, Sold or Manufactured; Manufacture of Marijuana, Child Abuse and Neglect, Possession of Marijuana for Resale and Possession of Drug Paraphernalia.
April Richardson is charged with Maintaining a Dwelling where Controlled Substances are Used, Sold or manufactured; Manufacture of Marijuana, Child Abuse and Neglect, Possession of Marijuana for Resale and Possession of Drug Paraphernalia.

Jonesborough Man Facing Multiple Charges Following Standoff With Deputies.

According to Sheriff Ed Graybeal, Deputies arrested Jesse P Nelson, age 51, 1022 Conklin road in Jonesborough; following a domestic incident in which Nelson threatened to shoot responding officers if they tried to get inside Nelson’s home to arrest him.
Patrol officers responded to the address following a 911 call by a female inside the residence stating there was a subject there with a gun. When deputies arrived they could hear a heated argument inside with Nelson and the female caller making threats to do physical harm to one another. Officers attempted to gain entry when Nelson made the threats to shoot the deputies. Deputies set a perimeter up around the home and called in the Special Weapons and Tactics Team. While SWAT responded, supervisors made contact with the female caller, Evelyn Chesser, age 74, 322 Patton Ridge rd; via telephone. Chesser told deputies she was not allowed to leave the home. After a period of negotiations Chesser eventually exited the home. She told deputies that there was not an armed individual inside the home. Deputies determined Chesser was lying and advised Chesser that she was under arrest. Chesser refused repeated instruction to comply with deputies commands and was taken into custody following a brief struggle and deployment of a Taser Electronic Control Device. Following her arrest Chesser told deputies that her son, Nelson, was inside and had held her against her will. She stated that Nelson was armed with a firearm and would shoot any officer who attempted to enter the home. She stated he was not in his right mind.
Upon the arrival of SWAT, further requests for Nelson to come out peaceably went unanswered. SWAT breached a window to the residence and deployed 2 Noise Flash Diversionary Devices to disorient Nelson, after which Nelson fired a shot through the wall of the home with a handgun. SWAT used a 3rd NFDD to keep Nelson disoriented. At that time SWAT introduced chemical agent into the home. After approximately 2-3 minutes Nelson cursed deputies and exited the home through the rear door. Nelson was immediately confronted and was given orders to stop and get down. Nelson stopped but refused further commands and attempts to utilize Tasers on Nelson were not successful. Nelson had to be taken down to the ground by SWAT operators, at which time he was handcuffed.
Deputies recovered ammunition and a handgun from the residence.
Nelson received medical attention from Washington County EMS and was transported to Detention.
Chesser was charged with Domestic Assault, and Resisting arrest. Her bond was set at $3000. Nelson was charged with 13 counts of Aggravated Assault, Kidnapping, Domestic Assault, Resisting Arrest and Disorderly Conduct. Nelson’s bond was set at $ 701,000. Both will be arraigned this morning.

A Johnson City, TN Man Being Held In The Washington County Detention Center Has Died.

According to Sheriff Ed Graybeal, inmate Stewart Peppers, age 22, of 606 Swadley Road, Johnson City, died late this afternoon after being transported to the Johnson City Medical Center by ambulance. Mr. Peppers was being held in the Detention Center on the following charges: Aggravated Assault, Unlawful Possession of a Weapon, Simple Possession, Manufacture of a Controlled Substance and 2 counts of Vandalism.
The investigation has been turned over to the Tennessee Bureau of Investigation. There is no foul play suspected at this time.

Bomb Threat Reported At Daniel Boone High School

Three Daniel Boone High School students have been arrested and charged with Filing a False Report and Vandalism after a bomb threat was discovered on a bathroom wall on Tuesday, April 23, 2013 around 9:30 a.m.
According to Sheriff Ed Graybeal, Deputies assigned to the Washington County Sheriff’s Office School Resource Unit have charged three female juveniles with the offenses after a student discovered a written message in a bathroom stall stating there was a bomb in the building. The school was evacuated and a search utilizing numerous members of the Sheriff’s Office and school faculty ensued.
The juveniles are currently being housed in the Washington County/Johnson City Regional Juvenile Detention Center and will appear in Washington County Juvenile Court in Jonesborough on April 26, 2013 at 9 a.m.

The Washington County Sheriff’s Office has achieved reaccreditation.
According to Sheriff Ed Graybeal, the Washington County Sheriff’s Office has been reaccredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA). At its most recent meeting, the Commission voted to present the Sheriff’s Office with its seventh accreditation award. “Achieving reaccreditation is a means by which we demonstrate our continuing commitment to professional excellence in policy and practice,” said Sheriff Graybeal. The Sheriff’s Office also received its second “Meritorious Agency” designation, which is reserved for agencies that have been accredited for more than 15 years. The award followed a rigorous on-site inspection by assessors from the Commission who examined all aspects of the Sheriff’s Office’s management and field operations. The assessors focused on areas that could cause the most liability for the agency and found the Sheriff’s Office in compliance with all applicable standards. In his report, assessment team leader Roy Liddicott commented that the “reported crime for the WCSO’s service area remained low during the assessment period while the reported crime clearance rates were consistently above state and national averages, a fact that they contribute to their commitment to community based policing and aggressive patrol and investigative practices.”
Sheriff Graybeal commented “receiving this meritorious agency designation is a result of the hard work and dedication the men and women of this agency demonstrate every day. We are proud of the level of service we are able to provide.” The Washington County Sheriff’s Office was initially accredited in 1992 and was the first Sheriff’s Office in Tennessee to achieve this designation of professional excellence.

Victim Finds Burglar Inside Home and Is Threatened With Gun.

According to Sheriff Ed Graybeal, On 2/27/13 around 12:25pm the victim (Angela Friday age 43 of 1238 Old Gray Station RD) came home and discovered Cody Hicks (age 21 of 255 Grassy Valley Rd Gray TN) inside her home attempting to take her medications. The victim advised that Mr. Hicks pointed a handgun at her and threatened to kill her if she called Law Enforcement. Mr. Hicks left in a vehicle and almost struck the victim as she came outside.
Cody Hicks was taken into custody later the same day at 280 South Pickens Bridge Rd Apt# 3. He is currently being held at the Washington County Detention Center for Aggravated Burglary and Two Counts of Aggravated Assault with a $120,000 bond pending an arraignment hearing on 2/28/13 at 1:30 pm in Sessions Court.

Minor traffic violation leads to arrest of passenger and discovery of secreted illegally diverted prescription pills.

According to Sheriff Ed Graybeal, Criminal Interdiction Investigators arrested Renee B Luttrell, age 31, 35 Shanks Park, Afton; after stopping the vehicle in which she was riding for a minor traffic violation. While running standard checks for warrants, driver’s license validity, up to date registration and insurance; Investigators asked Luttrell to step out of the vehicle. A few minor inquiries into whether Luttrell had anything illegal on her person led to her handing the Investigator a small baggie of diverted Diazepam pills. A search of her purse led to recovery of drug paraphernalia including straws and spoons with drug residue along with more diverted pills, Diazepam and Oxycodone. After being arrested, she was transported to the Washington County Detention Center. Once there, the Investigator advised her that any illegal item found on her person would result in a separate Felony charge, which prompted Luttrell to retrieve a small baggie of marijuana from inside her pants. Luttrell was taken inside the detention center where she was again asked if she had anything illegal on her person, this time she retrieved another hypodermic from inside her pants. Detention Officers quickly discovered she had attempted to secret a bottle containing over 63 more illegally diverted prescription pills by partially inserting it into a body orifice. Once confronted Luttrell removed and handed over the bottle which contained Clonazepam, Alprazolam, and Diazepam along with other prescription pills.
Luttrell was charged with Possession of Schedules II and IV for Resale, Possession of Drug Paraphernalia, Simple Possession of Schedule VI and Introduction of Drugs Into a Penal Facility. Luttrell’s bond was set at $32,000 and she is scheduled for arraignment today in Sessions court.

Two Brothers Arrested for a String of Auto Burglaries

According to Sheriff Ed Graybeal deputies responded to the 200 block of Highway 81 North .While conducting an investigation into several auto burglaries, officers came into contact with brothers Dennis W. Harvey W/M age 24 and Matthew R Harvey W/M age 22.
After further investigation and assistance from Jonesborough Police Department, it was found that they were responsible for numerous auto burglaries that occurred in Jonesborough around the 81 North areas.
Matthew R. Harvey was charged with 7 auto burglaries and 1 burglary to an out building and his bond is set at $80,000. Dennis W. Harvey was charged with possession of stolen property and Violation of probation and he has no bond. There are more charges pending and both are set for arraignment today at 1:30 in General Sessions Court.

Three jailed following investigation into Methamphetamine Manufacture.

According to Sheriff Ed Graybeal, Investigators have arrested Monroe Eugene Lowe, age 22, 300 Montgomery Street; Johnson City; Carla N Lowe, age 21, also from 300 Montgomery Street; and Thomas Allen Bugg, age 51, 3500 West Market Street, Johnson city during a drug investigation.
Investigators began following leads on this case earlier this month. Those leads directed the investigators to the 300 block of Montgomery Street. On Monday investigators observed Monroe Lowe dispose of items that had been used in the manufacture of Meth. including: Coffee filters, drain cleaner, Sea Salt, and Pseudoephedrine packing. A short time later, investigators stopped the vehicle both Lowes were occupying and searched their belongings in the vehicle, recovering items of drug paraphernalia including a spoon with burn marks and residue, a rubber tourniquet, hypodermic, baggies and coffee filters along with a wadded up coffee filter containing approximately 1 gram of meth. Both Lowes were taken into custody. Monroe Lowe was charged with Manufacture of Meth., Possession of Meth. for Resale and Possession of Drug Paraphernalia his bond was set at $21,000. Carla Lowe was charged with Possession of Meth. for Resale and Possession of Drug Paraphernalia, her bond was set at $11,000. Both Lowes were arraigned on Tuesday. Monroe Lowe is currently in Washington County Detention Center. Carla Lowe is out on an $11, 000 bond.
Investigators also followed leads to 3500 West Market Street. There they observed Thomas Bugg, a person known to investigators to have a revoked license, leave in a motor vehicle. Investigators also had an outstanding Violation of Probation on Bugg. Bugg was on probation for Manufacture of Marijuana. Bugg was stopped on Leisure lane @ Hwy 11E. Bugg was taken into custody, where he complained of chest pains and was taken to Johnson City Medical center for treatment.
Bugg’s apartment located at 3500 West Market Street was subsequently searched and investigator recovered a backpack containing items used in the manufacture of meth including: drain cleaner, coffee filters, rubber gloves, sea salt, ammonia nitrate and other items. Investigator also recovered approximately 23 individually packaged baggies of meth, digital scales, baggies, pipes, crushers, grinders, and a small amount of marijuana. Bugg was charged with Violation of Probation, Driving on a Revoked License, Promotion of Meth Manufacture, Possession of Meth for Resale, Possession of Drug Paraphernalia, and Maintaining a Dwelling where Controlled Substances are used and sold. Bugg’s bond is set at $37,000 and he will be arraigned in sessions court pending release from JCMCH. This investigation is ongoing with more charges possible.

Pair of Juvenile Burglars and accomplice arrested for numerous auto break ins.

According to Sheriff Ed Graybeal, Criminal Investigators arrested two juvenile males, along with Shaylynn D Mallon, age 18, 1022 Eastern Private Drive, Kinssport; late last night after following leads to the pairs’ whereabouts.
Throughout the last 2 weeks, the Eastern Star road area of Washington County has been plagued with a rash of auto burglaries, auto thefts, and thefts. On Sunday night Washington County deputies chased 2 suspects who had crashed a stolen Go Cart loaded with stolen loot, on Winchester Drive in Washington County. The suspects ran across South Pointe Drive towards Copas Drive/ Eastern Private Drive area of Washington County. The pair was lost in that area.
Investigators combed the area throughout the day on Monday attempting to locate the pair. A witness in the area reported the pair had attempted to sell an item of stolen property. Investigators followed that lead to the door of 1022 Eastern Private Drive where they made contact with the two male juveniles, one of whom was hiding underneath a bed. Numerous items of stolen property were located in the home including identification cards belonging to some of the victims along with debit cards, electronics, golf clubs, and keys to automobiles. The pair were interviewed and admitted to a large amount of burglaries and thefts.
One of the juveniles lied to Investigators about his identity, which was not discovered until a guardian was contacted. Both juveniles were charged with several counts of auto burglary with more charges pending. Both are currently being held in the Upper East Tennessee Regional Juvenile Detention Center, with arraignments scheduled for this morning in Jonesborough Juvenile court. Shaylynn Mallon was charged with Filing a False Report and Accessory after the Fact to Burglary. She is currently being held at the Washington County Detention Center under an $11,000 bond , her arraignment is scheduled for this morning in session court.

ARMED MAN ROBS GRAY RESTAURANT

According to Sheriff Ed Graybeal , Washington County Deputies responded to an armed robbery at Subway Restaurant located at 5049 Bobby Hicks Highway Suite 102.
At around 11:30 am a white male entered the restaurant and brandished a weapon demanding money from the employee and an undetermined amount of money was taken. The suspect was described as a white male 5’9” to 6’0” weighing approximately 160 lbs wearing a brown Carhart type jacket with a hood, a blue baseball cap with a “B” on it .The suspect is also described as wearing wire rim glasses and had a goatee type beard that was reddish in color.

Traffic Violation leads to arrest of Armed DUI Offender.

According to Sheriff Ed Graybeal, Criminal Interdiction Unit Investigators arrested Jason R Marcum, age 35, 110 Springview Dr.,Gray; following a traffic stop for a minor traffic violation.
After receiving information from the 911 dispatch center pertaining to an armed, intoxicated man causing problems at a Johnson City business and a vehicle description of the suspects’ vehicle, deputies were on the lookout for the suspect.
Interdiction Investigators observed Marcum Speeding and crossing the centerline of the roadways on Roscoe Fitz Road and Gray Station Roads. Marcum’s vehicle was stopped on Springview Drive. Investigator’s smelled an odor of alcohol coming from Marcum’s person. Marcum also admitted to being armed with a handgun. Marcum’s 2 and 4 year old children were in the back seat of his pickup truck. Investigators recovered a loaded 9mm handgun, holster and a Clonzepam prescription from Marcum’s vehicle. Marcum performed poorly on field sobriety tests and was taken into custody. Marcum was transported to the Johnson City Medical Center for a blood alcohol test.
Marcum was charged with: Speeding, Driving Under the Influence 1st offense, Possession of a Handgun While Under the Influence and 2 counts of Reckless Endangerment.
Marcum is currently being held on a $22,000 bond with arraignment set for this morning in Sessions Court.

Man with a gun call leads to arrest of 3 in Gray.

According to Sheriff Ed Graybeal, Criminal Interdiction Unit Investigators arrested James W Mills Jr., age32, 269 Dogwood Lane Lot #18; Aaron L Frazier, age 27, 348 ½ Virgil Ave. Kingsport; and Tiffany M Frazier, age 19, 1841 Sweetbriar St. Kingsport; after officers were dispatched to 269 Dogwood Lane to answer a call of a man with a gun walking around and acting strangely in the area.
Upon arrival Investigators observed Aaron Frazier sitting in a vehicle and he matched the description of the armed man. A black BB gun was found in the vehicle Aaron Frazier was occupying. Officers discovered hypodermic needles and spoons with drug residue on them in Tiffany Frazier’s, another of the vehicle occupant’s purse.
Witnesses told Investigators that there were drugs and firearms inside trailer #18. Contact was made with the occupant of #18 which was Mills, a search of the home resulted in the recovery of an actual firearm, a .22 caliber derringer. Officers also recovered 2 baggies of unknown crystalline substance in 2 separate plastic baggies and numerous small red baggies. Mills admitted to possession of the firearm. Mills is a convicted felon and is currently on State Probation.
Both Aaron Frazier and Mills had outstanding warrants, a warrant from Washington County for Mills and a warrant from Sullivan County on Frazier.
Mills was charged with Prohibited Weapon, Violation of Probation and Possession of a counterfeit substance, his bond was set at $16,000. Aaron Frazier was charged with Possession of counterfeit substance and Prohibited Weapon, his bond was set at $11,000. Tiffany Frazier was charged with Possession of Drug Paraphernalia her bond was set at $1,000.
The trio will be arraigned this morning in Session Court.

Traffic Violation leads to arrest of Habitual Motor Offender.

According to Sheriff Ed Graybeal, Criminal Interdiction Unit Investigators arrested William J. Ball, age 46, 774 Bailey Bridge Road, Limestone; after following a traffic stop for a minor traffic violation.
Interdiction Investigators observed Ball fail to stop at a stop sign located at the intersection of Gravel Hill Road and Bailey Bridge Road. Ball’s vehicle was stopped and a check of Balls’ license revealed them to be suspended for Driving Under the Influence 4th or more offense. Ball is also a Habitual Motor Offender, which make it a Felony if he is caught driving a motor vehicle on a roadway in Tennessee. Ball was charged with Stop Sign Violation, Driving on a Revoked License and Habitual Motor Offender Violation. Ball is currently being held on a $6,000 dollar bond with the arraignment set for this morning in Sessions Court.

Convicted Felon facing multiple Auto Burglary charges in multiple jurisdictions.

According to Sheriff Ed Graybeal, Investigators have charged Kirk A Trent, age 45, 120 Reeser Road #46, Elizabethton; with 3 counts of Burglary to an auto.
At the time of his initial arrest; December 27, 2012; Investigators recovered a large amount of stolen property from his apartment.
Investigators with the Johnson City, Jonesborough, and Kingsport Police Departments as well as Sullivan County Sheriff’s Office have identified items of the seized stolen property as having been stolen from their respective jurisdictions. Trent made an initial $30,000 bond in Washington County and was transferred to another jurisdiction for court proceeding there on burglary charges. Since his transfer, Trent has accrued new outstanding charges in Washington County after Investigators have identified more victims of the recovered stolen property. Some victims of the auto burglaries did not know their property had been stolen until they were contacted by Washington County Investigators.
Investigators are currently working to try and identify owners of a pair of digital cameras that were amongst the recovered property. Check WWW.WCSO.NET to view photos of persons from these cameras. Holiday Traffic Safety Reminders

The holiday season between Thanksgiving and New Years is one of the deadliest and most dangerous times of the year to be on the roadways. This is due to an increase in drunk, impaired or distracted drivers.
Today, Sheriff Ed Graybeal announces that the Washington County Sheriff’s Office will “step-up” traffic enforcement efforts, this holiday season, by implementing the use of saturation patrols throughout Washington County, TN. The purpose of these special traffic enforcement patrols is to target impaired drivers, those who exceed the speed limit or drive aggressively and recklessly, seatbelt and / or child passenger safety violations and other traffic related offenses.
According to Sheriff Graybeal, “This time of year, we see an increase in motor vehicle traffic throughout our region. The holiday season is a very special time. It is a time to be with your families and loved ones. It is an opportunity to share the true meaning of Christmas and look forward to a wonderful and prosperous New Year. This is why we are increasing our commitment to our citizens to keep our roadways safer, thus allowing them a better opportunity to enjoy the holiday season. We are asking motorists to take a few moments and “just slow down.”
The saturation patrols will begin Saturday, December 21, 2012 and will be conducted periodically throughout the County until Tuesday, January 2, 2013.
Also, Sheriff Graybeal announces that through a partnership with the Tennessee Governor’s Highway Safety Office, The Washington County Department of Education and the Washington County Sheriff’s Office a holiday traffic safety PSA is now available for release. A link to that PSA is available on the partnership agencies websites.

Wanted Felon captured during traffic stop, smashes window out of cruiser in attempt to escape, Recaptured by utilizing Taser.

According to Sheriff Ed Graybeal, Investigators arrested: Samuel P Eanes, age 37, 158 Oak Grove Rd #5, Gray; following traffic stop for a minor traffic infraction. During the traffic stop Eanes represented himself as another person in an attempt to fool the Investigator. Eanes true identy was quickly verified and so were numerous outstanding Felony and misdemeanor warrants for his arrest. Eanes was handcuffed and placed in the back seat of the Investigators cruiser. While the Investigator continued processing the other occupants of the vehicle Eanes slipped his cuffed hands around to his front and smashed out the driver’s side rear window, escaping the vehicle by sliding out through the window opening. Eanes attempted to flee on foot, but tripped falling across the centerline of Old Gray Station Road nearly being struck by a passing vehicle. The Investigator quickly caught up to Eanes, issued commands which Eanes failed to follow, and he was tased. Eanes became cooperative offering no further resistance to the Investigators. He was transported to Washington County Detention center, where he was treated for minor injuries sustained from glass cuts, falling on asphalt and a Taser deployment.
Eanes was charged with Driving on a Suspended License, Financial Responsibility, Vandalism, Escape, and Criminal Impersonation; along with being served with outstanding warrants for: Violation of Probation, Violation of Order of Protection, Evading Arrest, Driving on Suspended License and Aggravated Burglary.
Eanes’ total bond was set at $86,000. His initial appearance was this morning in Sessions Court. His court date for Criminal Court is scheduled for the Next Term.

Auto Burglar captured in Carter County, Co-defendant already in custody.

According to Sheriff Ed Graybeal, Investigators have arrested: Ralph Thomas Shivery, Jr., age 25, 101 Nelson Drive, Stoney Creek; after following up on tips received in reference to drug activity and auto burglaries. Investigators working with the 1st DTF and the Carter County Sheriff’s Office tracked Shivery the location in Stoney Creek. There, Investigators discovered Shivery hiding behind a door in the residence. A search of Shivery revealed white powder believed to be cocaine and a small amount of marijuana. Shivery was taken into custody without incident.
Shivery was wanted by the Washington County Sheriff’s Office for 22 counts of Auto Burglary, 1 count of Burglary, Criminal Responsibility for the Facilitation of a Felony and Violation of Probation. Shivery’s bond was set at $310,000. Shivery will be arraigned in Sessions court tomorrow morning.
Shivery’s co defendant: Jerry Robert Porter, age 36, 127 Patrick Lane, Gray; has been incarcerated in the Washington County Detention Center since November 4, 2012 following a robbery of Intimate Treasures in Gray in which he stole an Adult Novelty Item using a screwdriver as a weapon to threaten the clerk. Porter was caught a short distance away and the Adult Novelty Item was recovered. The investigation into the Robbery led to recovery of items stolen in numerous auto burglaries.
This Investigation has led to Porter being charged with Robbery, 20 counts of Auto Burglary, and Burglary. He is currently housed at the Washington County Detention under a $320,000 bond.
The Investigation is ongoing.

Thieves representing themselves as “Power Board” employees steal cash from unsuspecting victims.

According to Sheriff Ed Graybeal, Investigators are currently investigating a burglary/theft in which the offenders represented themselves as “Power board” employees to gain access to the interior of the victim’s home. While inside the home, one offender distracted the residents with a ploy to show them where the “workers” were going to do tree trimming work, while the other stole over $6000 in cash from inside the home.

Employees of our local power board, the Johnson City Power Board will clearly display JCPB logos on their vehicles and carry an official photo ID at all times. Any person contracted to complete work on behalf of the Johnson City Power Board will show identification upon request and often use magnetic JCPB logo decals to mark their vehicles. Citizens of Washington County who are suspicious of any individual claiming to represent JCPB or any other organization are encouraged to contact the business directly to confirm the identity of those persons in question or contact your local law enforcement agency by dialing 911. Do not allow persons, who are claiming to represent any organization that you have questions about, access to your private property.

ARMED FEMALE ROBS GRAY RESTAURANT

According to Sheriff Ed Graybeal. Washington County Sheriffs Deputies responded to an armed robbery of China Luck Buffett located at 5205 Bobby Hicks Highway. The ensuing investigation revealed that a female entered the restaurant and brandished a weapon demanding money from the cash register. An undetermined amount of money was taken. The suspect was described as a white female 5’2’ to 5’6’ with blonde hair, age 25 to 35 wearing a reddish colored, hooded sweatshirt with” AERO” printed across the front.

Flighty Erwin man finds end of final chase a shocking experience, other family already in jail.

According to Sheriff Ed Graybeal, Criminal Interdiction Unit Investigators arrested David Jay Yates, age 48, 105 Little Germany Rd, Erwin; late Thursday after a brief foot pursuit ending when Yates refused orders to stop, tripped and attempted to flee again.
Washington County Officers and Investigators have been searching for Yates following an attempt to stop him for a traffic violation in late October. Yates fled on foot before the deputy could get him pulled over.
This week Interdiction Investigators have attempted to catch Yates 2 additional times with no luck, but Yates luck ran out on Thursday when Investigators created a perimeter around Yates location and then “flushed” him out the rear of the residence by pulling a Sheriffs vehicle in front of the home Yates was occupying. Yates attempted to flee out the back of the home on foot again, but was quickly boxed in following a short foot pursuit and refused several commands to stop, eventually tripping after an attempt to jump onto a porch. Yates attempted to regain his footing, disobeying commands to stop resisting, fleeing and give up. Yates was finally taken into custody following a single Taser deployment. Yates was checked by EMS and transported to Washington County Detention Center where he was charged with 2 counts of Evading arrest, Promotion of Methamphetamine Manufacture, Driving on Revoked License, and 2 counts of Failure to Appear in court. His total bond was set at $48,000 with arraignment scheduled for this morning in sessions court and next term of Criminal Court. He is currently housed in the Washington County Detention Center.
On Tuesday Interdiction Investigators arrested Yates wife, Tresa Yates, age 48, same address as her husband, along with Brenda English, age 39, 112 Robert Smith Ln after stopping the van that English was driving for a minor traffic violation. A check of English’s license revealed they were suspended. English was taken into custody and a search of her person and the seat area in which he sat in the patrol car revealed a glass pipe and powdered methamphetamine in a glass vial.
A search of English’s van revealed a glass jar of chemicals used to manufacture methamphetamine. Both English and Yates were charged with Promotion of Methamphetamine Manufacture. English was also charged with Driving on Suspended License, Financial Responsibility, Possession of Methamphetamine for Resale, and Simple Possession of diverted prescription pills. Tresa Yates bond was set at $10, 000 while English’s bond was set at $22,000. Both were arraigned Wednesday and are currently housed in Washington County Detention Center.

ACCREDITATION ASSESSMENT TEAM INVITES PUBLIC COMMENT

A team of assessors from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA), will arrive October 14, 2012, to examine all aspects of the Washington County Sheriff’s Office’s policies and procedures, management, operations, and support services, Sheriff Ed Graybeal announced today.
Verification by the team that the Washington County Sheriff’s Office meets the Commission’s state-of-the-art standards is a part of a voluntary process to maintain accreditation -- a highly prized recognition of law enforcement professional excellence, Sheriff Graybeal said.
As part of the on-site assessment, agency employees and members of the community are invited to offer comments at a public information session on October 15, 2012, at 5:00 p.m. The session will be conducted at the Washington County George P. Jaynes Justice Center, located at 108 W. Jackson Blvd., Jonesborough.
If an individual cannot speak at the public information session but would still like to provide comments to the assessment team, he/she may do so by telephone. The public may call 423-788-1516 on Tuesday, October 16th between the hours of 2:00 p.m. and 4:00 p.m.
Telephone comments as well as appearances at the public information session are limited to ten (10) minutes and must address the agency’s ability to comply with CALEA’s standards. The contact person is Major Russell Jamerson, (423) 788-1414.

According to Sheriff Ed Graybeal, arrangements have been made for Fred Phillips at Dillow-Taylor Funeral Home in Jonesborough, Tennessee.
Visitation will be held for Family and Friends on Sunday, October 14, 2012, from 2:00 pm – 4:00 pm and 5:00 pm – 7:00 pm with the funeral taking place at 7:00 pm at Dillow-Taylor. Overflow parking and shuttle service will be available at the Washington County Detention Center, 114 W. Jackson Blvd., Jonesborough, TN.
Burial will be at 10:00 am on Monday, October 15, 2012, at Mountain Home National Cemetery (VA Cemetery) in Johnson City.

The members of the Washington County Sheriff’s Office are mourning the loss of former Sheriff Fred Phillips.

According to Sheriff Ed Graybeal, Sheriff Phillips passed away suddenly at home of natural causes. Funeral arrangements are incomplete at this time. “The Law Enforcement Community lost a good friend today. Fred dedicated his life to his family and to public service. There was no finer man and friend. Our prayers go out to his family during this difficult time,” said Sheriff Ed Graybeal. Sheriff Phillips led the agency from September 1, 1994 to January 2003.

House Fire In Jonesborough Turns Into Meth Lab Investigation.

According to Sheriff Ed Graybeal deputies and Limestone Volunteer Fire Department responded to 112 Bitner Lane on a house fire. After the fire was contained there were components of a meth lab located in and around the residence.
After the investigation it was discovered that two children ages 3 and 6 were in the house at the time of the fire. The scene was then decontaminated by the Meth Task Force, and three were placed into custody on Meth and Child abuse related charges. Those arrested at the scene were as follows :William Deaderick W/M age 27 of Jonesborough , Michael L Ledford W/M Age 27, of Elizabethton and Carla Tapp W/F age 27 of Limestone.
All three are being held on a $100,000 dollar bond with the arraignment be set in Sessions Court Monday.

Chuckey man arrested on multiple felonies after home invasion and shooting.

According to Sheriff Ed Graybeal, approximately 1:00am Deputies responded to 174 Mae McKee Road, Chuckey in reference to a possible shooting. After an investigation it was determined that Freddie Mitchell Lewis (aka Rooster), age 33 of 612 Old State Route 34, Jonesborough had shot a man later identified as Reed Allen Baker, age 43 of 342 Stockton Road, Chuckey.
Sometime between 11:30pm and 12:15am the suspect entered 342 Stockton Road, Chuckey and assaulted the victim with a club. The victim was able to thwart the assault and the suspect left. At approximately 12:30am the victim was in the driveway at 174 Mae McKee Road at a friend’s residence and the suspect returned in a white Dodge Ram pickup truck. The suspect exited the vehicle and shot the victim in the head with a shotgun then left via the vehicle but after a couple of minutes returned, shooting the victim a second time.
The victim was airlifted to the Johnson City Medical Center Hospital by Wings Air Rescue.
Freddie Mitchell Lewis (aka Rooster), age 33 of 612 Old State Route 34, Jonesborough is charged with attempted first degree murder, aggravated assault, possessing a firearm during commission to commit a dangerous felony , possession of a firearm by a convicted felon, aggravated burglary, possession of a weapon by a convicted felon and one count felony reckless endangerment.
The defendant is being held in the Washington County Detention Center under a $250,000.00 bond with an arrangement date of September 21, 2012 at 9:00am.

Watauga Man charged with Incest and Rape following investigation.

According to Sheriff Ed Graybeal, Investigators arrested Ronald Charles King, age 35; 1732 Persinger Road after an investigation into a Domestic Violence situation led to information that King had been involved in inappropriate contact with a minor. A more thorough investigation revealed the inappropriate contact had occurred more than once with a minor living in the home.
King had moved to this area after previously living in Louisiana and Texas.
King was charged with: Aggravated Domestic Violence, Incest, Aggravated Rape, and 2 counts of Aggravated Sexual Battery.
King’s bond was set at $260,000 and he was arraigned at 0900 this morning. He is currently housed at the Washington County Detention Center.

Johnson City man caught with drugs, jewelry following routine traffic stop.

According to Sheriff Ed Graybeal, Investigators with the Criminal Interdiction unit arrested Michael J Tolley, age 34, 127 Lowridge Rd., Johnson City after finding Tolley impeding traffic and nearly causing an accident in the Miller Road area of Jonesborough.
Tolley’s paperwork and license was checked, which revealed a suspended driver’s license. Tolley was taken into custody for that offense. During an inventory of Tolley’s vehicle Interdiction Investigators discovered a black bag containing approximately 1 ounce of marijuana and a ¼ ounce of Psilocybin mushrooms, digital scales, and drug containers along with a bag of gold jewelry which had the precious gemstones removed.
Tolley is currently on probation in Carter County Tennessee and North Carolina for Possession of Stolen Property.
Tolley was charged with Possession of Schedules 1 and 6 for Resale, Possession of Drug Paraphernalia, and Driving on a Suspended License. More charges are pending following an investigation into the jewelry discovered.
Tolley’s bond was set at $22,000 and he was arraigned in Session Court this morning. He is currently being held on the same bond at the Washington County Detention Center.

Convicted Felon out on Probation for numerous burglaries, wanted for new charges.

According to Sheriff Ed Graybeal, Investigators with the Criminal Investigations Division are trying to locate Lonnie Gene Greer, age 34, 219 Patton Ridge Rd in Jonesborough. Greer is currently out of jail on 10 years of probation for 4 aggravated Burglaries, 1 Armed Robbery, evading arrest and reckless endangerment.
Greer is wanted in Yancey County, North Carolina for 2 counts each: Breaking and Entering, Larceny after B&E, and Possession of Stolen Property in reference to committing 2 burglaries, in June, in which numerous firearms and other items were stolen.
Washington County Sheriff’s Office Investigators have attempted to take Greer into custody on several occasions without luck. On August the 28th, 2012 Investigators with the Criminal Interdiction Unit observed Greer operating a black Dodge Avenger travelling on Highway 11E. As Investigators moved in for a traffic stop Greer drove the vehicle through the parking lot of the Jonesborough branch of First Tennessee Bank, and up Washington Avenue to Main Street then toward Old State Route 34, at times passing vehicles in no passing zones and failing to stop at stop signs. The Investigator attempting to make the stop discontinued the attempt a short time after the attempt was initiated due to the recklessness of the driving.
Greer has an outstanding Violation of Probation on file as well as a warrant for Felony Evading.

Attempt to illegally obtain bond money lands Johnson City man in jail, under an $11,000 bond.

According to Sheriff Ed Graybeal, Criminal Interdiction Unit Investigators arrested Joseph Michael Lockner, age 23; 3 Mel Circle, Johnson City; late Monday evening, after he was found in an unoccupied home located off Highway 36. Lockner did not have the owner’s permission to be on the property or to take anything off the property. Lockner’s cellphone revealed numerous text messages to other subjects, advising that he was at the home attempting to steal items to sell in order to make the bond of his incarcerated girlfriend.
Lockner was charged with Burglary and Driving on a Suspended License. His bond was set at $11,000 and he will be arraigned today in Jonesborough.

Drug tip leads to foot pursuit, Taser deployment and 3 arrests and a partial Meth lab.

According to Sheriff Ed Graybeal, Tuesday afternoon Investigators arrested Robert C Bennett, age 34, 1387 Highway 107 in Chuckey; following a follow up investigation into a methamphetamine lab being utilized behind the residence located at 1387 Highway 107. Investigators made contact with Bennett who was extremely fidgety and nervous. A pat down of Bennett’s person led to an Investigator nearly being stuck by an uncapped hypodermic needle. Bennett broke free and ran on foot before the Investigator could secure him with handcuffs. Investigators pursued Bennett a short distance where the pursuit was brought to a conclusion with a Taser deployment. Bennett was immediately cooperative following the deployment and was cuffed, during which time a second Investigator was nearly stuck with another hypodermic needle. Investigators recovered 5 hypodermics from Bennett’s person. 2 were uncapped. Bennett was also wanted on an outstanding Felony warrant for Violation of Probation. Bennett was charged with Violation of Probation, Reckless Endangerment x2, Resisting and Evading arrest, and Possession of Drug Paraphernalia. His bond was set at $5,000 with an initial appearance in Session court for today. His Criminal Court initial appearance on the Violation was set for Next Term, and he had no Bond on that warrant.
Investigators also arrested:
David R Manzi, age 30, 1015 House Rd in Greenville after a warrants check revealed he was wanted in Alabama for Felony warrants. He was charged with being a Fugitive from Justice, with no bond. His initial appearance was also scheduled for today.
Keira A Silvers, age 20, 112 Robert Smith Road in Erwin; after Investigator observed an automatic knife in her back pocket. A pat down of Silvers revealed a hypodermic needle secreted in her bra. She was charged with prohibited weapon, and Possession of Drug Paraphernalia. Her bond was set at $2000 with an initial appearance date of today.
Investigators completed a search of the property locating a bag containing items which had been used in the manufacture of methamphetamine including, but not limited to: disassembled lithium batteries, several flammable solvents, Pseudoephedrine tablets, and containers.
The Drug Enforcement Administration assisted in the Investigation, which is currently ongoing with more charges possible in the future.

Three men have been arrested for a robbery of prescription medication from a Jonesborough residence.

According to Sheriff Ed Graybeal, officers responded to a robbery on Couch Road in Jonesborough. Deputies located a vehicle matching the description and made a traffic stop. Prescription medication matching the stolen medication was recovered.
Arrested were David J Tipton Jr. age 31 of Erwin, Devin D. Stout age 23 of Piney Flats and Denver Price age 34 of Erwin. They are being charged with Robbery and a $25,000 bond was set on each with the arraignment set for Monday.
The investigation is continuing and photos will be available at a later date.

Telford woman charged with new Felony Drug offenses, while out on bond for 2 previous Felony Drug Offenses.

According to Sheriff Ed Graybeal; Investigators arrested Patricia A Woods, age 58, 231 Rauhof Road in Telford; on an outstanding presentment from Washington County Criminal Court. The presentment charges Woods with sale of Oxycontin, Possession with Intent to Sell Oxycontin, Possession of Drug Paraphernalia, and Tampering with Evidence and Simple Possession.
Wood’s current problems began early in 2012 when she illegally sold diverted oxycontin pills to Informants with the Criminal Investigations Division. In February 2012 a search warrant was obtained and during the search of Woods home, Woods attempted to destroy oxycontin pills that she had secreted on her person. Investigators recovered several 30mg Oxycontin pills along with other illegally diverted prescription pills, cash, and drug ledgers from Woods home.
At the time of the search warrant, Woods was out on bond from 2 previous run-ins with Law Enforcement officers. In June 2008 Woods was found to be in possession of over ¼ pound of marijuana, hundreds of illegally diverted prescription pills, digital scales, drug ledgers, and other items of illegal drug sales after calling 911 to report a robbery. In September 2008 Woods again found herself in trouble after being caught with more marijuana when Investigators went to her home to arrest her for an outstanding Criminal Court Presentment for the June violations.
Woods is currently being housed at the Washington County Detention Center under a $50,000 bond. She is scheduled for appearance at the next term of Washington County Criminal Court.

Telford woman jailed for Drug Offenses

According to Sheriff Ed Graybeal; Investigators arrested Kasandra F Milhorn, age 25, 201 Mill Street in Telford; on an outstanding presentment from Washington County Criminal Court. The presentment charged Milhorn with Possession with Intent to Sell Marijuana, Possession of Drug Paraphernalia, and Maintaining a Dwelling Where Controlled Substances are Used and/or Sold.
Milhorn’s problems began in December 2011 when she was stopped by a Criminal Interdiction Unit, for a traffic violation. Milhorn’s license was revoked and she was arrested for the driving offenses. It was later discovered that Milhorn was involved in drug activity and was also on State Probation for several drug related offenses.
A search of Milhorn’s home resulted in the recovery of nearly 1/2 pound of Marijuana prepackaged for resale, digital scales, baggies, drug ledgers, etc.
After subsequent interviews Milhorn’s vehicle and a small amount of cash was seized.
Milhorn is currently being housed at the Washington County Detention Center under a $7,000 bond. She is scheduled for appearance at the next term of Washington County Criminal Court.

The “Kick-Off” For The Summer Traffic Enforcement Press Conference Scheduled.

With many area schools gearing up for graduations, followed by summer vacations and the Memorial Day weekend just around the corner, higher than normal volumes of traffic are expected throughout our region. With the price of fuel being a concern to many motorists, it is anticipated that many of our residents will be traveling locally and enjoying what our beautiful area has to offer.
Today, Sheriff Ed Graybeal announces that in conjunction with the Tennessee Governor’s Highway Safety Office and the many law enforcement agencies in Northeast Tennessee as well as our counterparts in Southwest Virginia, Southeast Kentucky and Western North Carolina the “kick-off” for the summer traffic enforcement initiatives will be held on Thursday, May 24, 2012 at 11:00 a.m. at the Tennessee Highway Patrol, District Five Office, 184 Joe McCrary Road, Fall Branch, Tennessee 37656. (Interstate 81, Exit #50).
According to Sheriff Graybeal, “As you are aware, our region has been very proactive in our approaches to highway traffic safety. With the success of the Click It or Ticket, 100 Days of Summer Heat, Buckle Up in Your Truck and the Hands Across the Border programs, hundreds of lives have been saved on our area roadways. With similar programs in Virginia, Kentucky and North Carolina, our entire region is committed to making “every ride a safe ride”.
Scheduled to be present at the event are representatives from the Tennessee Governor’s Highway Safety Office, representatives from the Tennessee Department of Safety, local Sheriff’s and Chief’s and our law enforcement partners from Virginia, Kentucky and North Carolina.
Sheriff Graybeal added, “Regular seatbelt usage is the single most effective way to protect people and reduce fatalities. When worn correctly, seatbelts have proven to reduce the risk of fatal injuries to front-seat passengers by 45% and by 60% in pick-up trucks, SUV’s and mini-vans. It will be our focus this year to make sure drivers and passengers are wearing their seatbelts. We will pay particular attention to children that are required to be in a child passenger safety seats. We will assist parents and caregivers in making sure those children are in them safely and correctly, whether it is during the day or at night. We would ask that motorists do their part by limiting their driving distractions and making sure that everyone in their respective vehicles are “Buckled Up!”
The enforcement campaign for “Click It or Ticket” begins today May 21, 2012 and concludes June 3, 2012.

Traffic violations lead to recovery of 2 stolen vehicles in 6 days.
According to Sheriff Ed Graybeal, Investigators with the Washington County Sheriff’s Office Criminal Interdiction Unit stopped a 1996 Oldsmobile, yesterday, after witnessing a traffic violation. The stop occurred on Taylor Bridge Road in Jonesborough. The driver, a 15 year old juvenile, exited the vehicle and ran on foot leaving his 13 year old, work glove wearing, accomplice sitting in the vehicle. A records check revealed both juveniles were reported as runaways from a State Home in Greeneville, TN. A check of the vehicle revealed it had been stolen from the Camp Creek area of Greeneville and that the owner had not realized it was missing until Washington County deputies contacted them following the stop. The juvenile driver was picked up a short time later at the Lamar Washington County EMS station.
On the 11th of May the Washington County Criminal Interdiction Unit attempted to stop a 2006 Dodge Stratus near the intersection of Highway 81 south and Highway 107. The vehicle fled and was found abandoned on A.J. Willis road in Jonesborough. A records check revealed the vehicle had been stolen from Johnson City. Inside the Stratus Interdiction Investigators discovered electronics, camping gear, tools, fishing tackle, all of which had been stolen from Johnson City, Jonesborough, Washington County areas. The items inside the vehicle were returned to victims from 6 different burglary/ theft incidents through Washington County/ Jonesborough/ Johnson City area.
Investigators are looking for a person of interest in this incident: Andy Jones; age 38; formerly of 140 Tittle Circle in Jonesborough; Jones is also wanted for 3 outstanding warrants: 1 Felony and 2 for Failure to Appear.

Mother and Son jailed following service of Search Warrant.

According to Sheriff Ed Graybeal, Investigators have arrested Susan Abbott, age 51; and Zachary Justice Abbott, age 19; both of 1322 Heritage Lane East, Jonesborough.
These arrests resulted from an ongoing drug investigation by the Washington County Sheriff’s Office, which led to the acquisition of a search warrant. This search warrant was served by the Washington County Special Weapons and Tactics Team after information was discovered that there were firearms in the home.
Susan Abbott was charged with: Maintaining a Dwelling Where Controlled Substances are Used and Sold, Tampering with Evidence, and Possession of Drug Paraphernalia after Investigators recovered numerous items of drug paraphernalia including Bongs, pipes, digital scales, containers, hypodermics, etc.; throughout the home. While the search was ongoing Susan Abbott attempted to hide a glass pipe containing Marijuana residue.
Zachary Justice Abbott was charged with Possession of a Prohibited Weapon, Simple Possession, and Possession of Drug Paraphernalia after Investigators discovered a switchblade knife, items of drug paraphernalia and Marijuana in and around his room.
Investigators also seized 3 firearms from the home.
Both were taken into custody and were transported to Washington County Detention Center where they are currently housed.
Both Abbotts are currently on probation for other criminal offenses.
Susan Abbott’s bond was set at $61,000 and she will be arraigned at 0900 on the 16 April 2012.
Zachary Justice Abbott’s bond was set at $3,000 and he will have arraignment at the same time.
This investigation is ongoing and more charges are pending.

Wanted Fugitive arrested hiding under bed with girlfriend.

According to Sheriff Ed Graybeal, Washington County Deputies along with agents of the U.S. Marshall Service did attempt a warrant service early this morning at 175 Candle Knob Rd. in Johnson City, TN.
Deputies were attempting to locate Terry M Shepherd of 192 Rosewood Cir #4 in Elizabethton on outstanding Warrants of Violation of Probation in which the original charges were Attempted 2nd Degree Murder, Aggravated Assault and Evading Arrest as well as new charges of Aggravated Assault, Reckless Endangerment, Criminal Impersonation, Evading Arrest (2 Counts), Driving While License Is Suspended Or Revoked and Obstruction of Service of Legal Writ and Process. Mr. Shepherd’s new charges stem from a traffic stop on March 21, 2012 where a Deputy was injured by being dragged along side of Mr. Shepherd’s vehicle while he was fleeing the scene.
Mr. Shepherd was located inside the residence on Candle Knob Rd. hiding under a bed with his girlfriend Marah Ledford of 192 Rosewood Cir #4 in Elizabethton. Mr. Shepherd was taken into custody at that time without further incident and is being held without bond at the Washington County Detention Center. Ms. Ledford was also arrested on charges of Filing a False Statement or Report to an Officer, Accessory After The Fact and Obstruction of Service of Legal Writ and Process. Ms. Ledford is also being held at the Washington County Detention Center on a $10,300 bond.

Local law enforcement and educators prepare for synthetic drug forum.

Today, Sheriff Ed Graybeal and Director of Schools Ronald A. Dykes announce a joint effort designed to educate Washington County communities about the dangers of synthetic drugs.
For the past month, Sheriff’s officials have been conducting workshops with the school system administrators, staff, students and support personnel to inform them about the dangers and subsequent long term effects associated with the use of these drugs.
According to Director Dykes, “We are proud to partner with the Washington County Sheriff’s Office, not only to educate our students and staff on drug awareness, but to continue to ensure our students are safe and drug free”.
Sheriff Graybeal added, “Our schools are our future. In many instances they are our first line of defense against a problem such as this. It is my desire that, by working together, we can better educate ourselves and remove these drugs from our community.”
A community forum on synthetic drugs is scheduled for Thursday, March 22, 2012 at 6:00 p.m. at David Crockett High School, 684 Old State Route 34, Jonesborough, TN 37659.

Outstanding warrant leads to Multiple Charges for Jonesborough Man and Woman.

According to Sheriff Ed Graybeal, Investigators arrested Samuel Mccoy Sanders III, age 34 and Crystal Michelle Sanders, age 29, both of 429 Bill Jones Rd at their home, following an attempt to arrest another subject who is a relative to the pair. While searching the home for the subject of the outstanding warrant Investigators observed Samuel Sanders take items used to manufacture Methamphetamine from Crystal Sanders and attempt to destroy those items. Investigators handcuffed Samuel Sanders and discovered a “One Pot” Methamphetamine bottle inside the room where Samuel was located; a large bag of Marijuana in another room, and numerous items used in the manufacture of Methamphetamine throughout the home. Investigators evacuated the home of the 2 adults and 3 juvenile children ages 6-9.
During the breakdown of the Methamphetamine lab and all its precursors, while in protective gear, Investigators recovered several animals from the home including a small dog, lizards, turtles, and a Boa Constrictor. Investigators recovered numerous items from inside the home such as; White gasoline, coffee filters, drain cleaners, various illegally diverted prescription pills, marijuana, processed Methamphetamine, firearms, ammunition, and other items used in the manufacture, processing, packaging, and protection of drugs. Illegal items of Wildlife were also found inside the home.
Both Sanders were charged with: Maintaining a Dwelling Where Controlled Substances are Used and/ or Sold, Possession of Schedules II, IV and VI for Resale, Initiation of the Process to Manufacture Methamphetamine, Possession of Drug Paraphernalia, Child Neglect/ Endangerment x 3, Possession of a Firearm in the Commission of a Dangerous Felony. Samuel Sanders was also charged with Tampering with Evidence. Samuel’s bond was set at $ 121,000, while Crystals was $111,000. Both are scheduled for arraignment tomorrow morning at 0900am.
Both may receive additional charges from Washington County Animal Control and Tennessee Wildlife Resources Agency in reference to the live domestic animals, illegal wild animals, and illegal wild animal parts located at the home.
The Drug Enforcement Administration, Methamphetamine Task Force, Washington County Animal Control, Embreeville, Nolichuckey Volunteer and Jonesborough Fire Departments, Tennessee Wildlife Resources Agency, Red Cross, Tennessee Emergency Management Agency, and the 2nd Judicial Drug Task Force were called to assist.

Heart packaged marijuana seized prior to Valentine’s Day.

According to Sheriff Ed Graybeal, Investigators arrested Cynthia Yong Bowman, #4 Lexington Court, Gray; after observing her outside her apartment. Investigators held active Criminal Court Presentments on Bowman at the time. Investigators removed Bowman from her vehicle after observing her carry several bags from her residence and place them inside the vehicle.
Investigators smelled a strong odor of marijuana coming from around the driver’s seat area of the vehicle. A cursory search of that area revealed a container with several prepackaged heart covered baggies of marijuana, and Batman covered baggies of crack cocaine, along with over $1500 in cash.
Bowman was transported to Washington County Detention Center while Investigators obtained a search warrant to allow them to search her apartment. Inside the apartment Investigators recovered several more baggies of marijuana, digital scales, paraphernalia used in the packaging of the illegal drugs; illegally diverted prescription pills including Oxycodone, Hydrocodone and Morphine Sulphate pills.
Bowman’s Criminal Court bond was $75,000 with her Criminal Court date scheduled for the Next Term of Washington County Criminal Court.
Bowman’s additional charges of Possession of Schedules II & VI, Possession of Drug Paraphernalia, and Maintaining a Dwelling Where Controlled Substances are used and Sold was set at $31,000 for a total bond of $106,000. Her arraignment in Sessions Court is scheduled for today. Bowman is currently housed in the Washington County Detention Center.

Washington County Sheriff’s Office to host Access to Justice Luncheon

Washington County Sheriff Ed Graybeal will be hosting an Access to Justice Luncheon. The purpose of the luncheon will be to exchange ideas and to develop new innovative ways to assist the public with access to the court system.”
The Washington County legal community has been at the forefront in establishing an initiative that furthers these goals by starting a Free Legal Clinic every month for financially disadvantaged individuals and providing free legal service in General Sessions Courts. The Judges and Clerks of Washington County have taken hold of these initiatives and together with the attorneys that volunteer their time, have developed a legal system by which the Washington County public can have simpler and more informed access to the Washington County judicial system. Now, the Washington County Sheriff’s Department would like to take this opportunity to take this initiative even further by hosting this luncheon.
Invited to attend are the Judges of Washington County, the Washington County Bar Association, and the Circuit and Chancery Court Clerks.
The meeting will be on Friday, February 17th, 2012 at noon in the Sheriff’s Department Training Room.

Gray man sentenced to 30 months in Federal Prison for Drug, Firearm Violations

According to Sheriff Ed Graybeal, Bobby Lynn Green Jr., age 38, formerly of 173 Circle View Drive; was sentenced to 30 months in Federal Prison and 3 years of supervised release. This sentence was handed down following Greene’s plea of Guilty in United States Federal Court-Eastern District of Tennessee in Greenville, TN.
Green’s legal troubles began in August 2010 when Washington County Investigators appeared at Greene’s house to search it after receiving information that Greene was involved in Drug activity. Greene was armed with a handgun at the time and the resulting search revealed 7 additional firearms, 28 marijuana plants varying in maturity from seedling to fully mature plants, processed marijuana, $700 cash, and a locked safe.
Investigators obtained a warrant for a separate search of the safe which resulted in the discovery of another handgun, 14 ounces of marijuana, 10.5 grams of crack cocaine, and 31.4 grams of powdered cocaine.
Green entered a plea of Guilty in United States Federal Court- Eastern District of Tennessee on May 3rd, 2011, to charges of Manufacture of Marijuana and Possession of a Firearm in the furtherance of a Drug Crime.
This investigation is ongoing with the possibility of more charges in the future.

Washington County Inmates claim of rape refuted.

According to Sheriff Ed Graybeal, Investigators have charged; Joshua Ellis Crabtree, age 21, an inmate of the Washington County Detention Center since April 2011 on various misdemeanor charges; with Filing a False Police Report. This charge was placed on Crabtree following an investigation into an allegation by Crabtree that he was raped by another inmate on January 26th. At the time of the allegation, Crabtree was transported to the Johnson City Medical Center where a rape kit was completed.
After Investigators interviewed Crabtree he confessed that he had fabricated the story in an attempt to be housed in a different part of the Detention Center.
Crabtree is charged with filing a false police report which is a class D felony.
Crabtree is being held in the Washington County Detention Center under a $5,000 bond.
An arraignment is scheduled in Washington County Sessions Court on Friday February 03, 2012

2 Washington County Men charged with Felony Sex crimes against minors in 2 separate incidents.

According to Sheriff Ed Graybeal, Investigators arrested Michael D. Pike, 56, 2203 Mckinley Rd on Thursday after an investigation into complaints of an inappropriate relationship with a minor, who was being transported to and from counseling by Pike, were confirmed. Pike was working for Net Trans at the time of the incidents. Pike was charged with 4 counts of Aggravated Statutory Rape. His bond was set at $100,000. He was arraigned today in session’s court. Pike is currently held in the Washington County Detention Center.
On Wednesday Investigators arrested Mars A. Lockwood, age 47, 115 Clarks Creek Road; for 2 counts of Soliciting Sexual Exploitation of a minor and 3 counts of Solicitation of a Minor- Aggravated Statutory Rape. This arrest was a result of an investigation into complaints of inappropriate relationship between Lockwood and 2 minors which involved instructing the 2 minors in how to perform sex acts on one another while he watched. Lockwood was arraigned on Thursday the 19th in sessions. He is currently being held at the Washington County Detention Center under $200,000 bond.

A Washington County Sheriff’s Deputy was injured earlier today during a vehicle pursuit.

According to Sheriff Ed Graybeal, Deputies responded to 310 Sand Valley Road, Jonesborough in reference to an armed robbery at approximately 11:00 a.m.
Sergeant Lee Cross began pursuit of the suspected vehicle. During the pursuit, Officer Gary Daugherty, age 46, was struck by the fleeing vehicle while attempting to deploy stop sticks near the intersection of Charlie Hoss Road and State Route 81 South.
Officer Daugherty was transported to JCMC and is currently in surgery for the injuries sustained on the scene.
The suspect’s vehicle was found crashed a short time later. Three occupants were apprehended after fleeing on foot and were taken into custody at the Washington County Detention Center. Charges are as follows:
Dalvin Jashauntelynn Stephens, Black Male, Age 18, 1726 Dave Buck Road, Johnson City, TN is charged with Attempted 1st Degree Murder, Robbery, Felony Evading Arrest, Failure to Yield, Driving on a suspended license, Leaving the scene of accident w/injuries, Reckless Endangerment x3. Bond has been set at $193,750.
Reginald Dewayne Smith, Black Male, Age 41, 1419 Colony Park, Johnson City, TN is charged with Robbery, Evading Arrest, Leaving the scene of accident w/ injuries. Bond has been set at $62,000.
Ashley Nichole McGraw, White Female, Age 18, 127 Forest Hill Drive, Johnson City, TN is charged with Robbery, Evading Arrest, Leaving the scene of accident w/injuries. Bond has been set at $62,000.
Arraignments will be held Tuesday, January 3, 2012, at 9:00 a.m. at General Sessions Court in Jonesborough. The investigation is ongoing with additional charges pending.

4 year child found in a ditch at 2:20am, Parent located and arrested

According to Sheriff Ed Graybeal, A child 4 years of age was found on a bridge on east Main Street in Jonesborough, TN. The child was clothed, wearing shoes, jacket, blanket and an Elmo doll.
Washington County Sheriff Deputies and Jonesborough Public Safety Officers conducted a door to door search in an attempt to locate the child’s parents and residence. Jonesborough Officers were conducting a roadblock showing motorists a picture of the child when a neighbor passing by identified her and advised of the location for the residence.
At 9:45am contact was made with the child’s mother and her fiancé at 128 Sycamore Drive, Jeannae Raley age 34 and William Lollar age 44 were taken into custody and transported to the Washington County Detention Center.
Ms. Raley and Mr. Lollar are charged with Aggravated Child Abuse, Neglect, and Endangerment. They are to appear in Washington County General Sessions Court on Thursday December 22, 2011 at 9am. Both parties are being held on a $50,000 bond each.

Holiday Traffic Enforcement

The holiday season between Thanksgiving and New Years is one of the deadliest and most dangerous times of the year to be on the roadways. This is due to an increase in drunk, impaired or distracted drivers.”
Today, Sheriff Ed Graybeal announces that the Washington County Sheriff’s Office will “step-up” traffic enforcement efforts by implementing the use of saturation patrols throughout Washington County, TN to target impaired drivers, those who exceed the speed limit or drive aggressively and recklessly, seatbelt and / or child passenger safety violations and other traffic related offenses.
According to Sheriff Graybeal, “This time of year, we see an increase in motor vehicle traffic throughout our region. The holiday season is a very special time. It is a time to be with your families and loved ones. It is an opportunity to share the true meaning of Christmas and look forward to a wonderful and prosperous New Year. This is why we are increasing our commitment to our citizens to keep our roadways safer, thus allowing them a better opportunity to enjoy the holiday season. We are asking motorists to take a few moments and “just slow down.” It’s better to lose a minute of your life, than to lose your life in a minute.”
The saturation patrols will begin Tuesday, December 20, 2011 and conclude on January 2, 2012. The saturation patrols will be conducted periodically throughout the County, especially in areas where traffic related complaints have been received.

Former Greeneville Pastor arrested following investigation into solicitation of a minor.

According to Sheriff Ed Graybeal, on November 18, 2011, juveniles’ parents filed a report concerning their children. The victim alleged there had been inappropriate messaging via FaceBook and Cellular Telephone text messages by Roger Glenn Ball, age 42, of 350 Hillcrest Street, Greeneville Tennessee.
Washington County Sheriff’s Investigators interviewed Ball, which subsequently led to a confession.
Ball was the Pastor of the Greenhill Baptist Church in Greeneville and resigned after the allegations of inappropriate conduct concerning the children were made. Ball was formally a teacher / coach of “TEACH” Tennessee Co-op Home School Support Group in the Tri-cities area.
Ball was arrested and charged with two counts of solicitation of a minor.
Ball is being held at the Washington County Detention Center under a $20,000 bond. Ball is scheduled for arraignment on November 28, 2011 at 9:00am in the Washington County General Sessions Court.

Gray man arrested following investigation into child sex abuse involving an eleven year old child.

According to Sheriff Ed Graybeal, On October 11, 2011 the victim’s parents filed a report concerning their child. The victim alleged there had been inappropriate touching while in the care of Scott Douglas Craig, age 49, on October 10, 2011.
During a forensic interview at the Children’s Advocacy Center, the child disclosed of two incidents of sexual abuse and named Mr. Craig as the perpetrator. Mr. Craig was interviewed by the Washington County Sheriff’s Office Investigators. The case was presented to the Washington County Grand Jury with a True Bill being returned for two counts of Aggravated Sexual Battery. A presentment was issued for Mr. Craig, and he has relinquished himself to the Washington County Sheriff’s Office.
Mr. Craig is being held at the Washington County Detention Center under a $25,000 bond. Mr. Craig’s arraignment is scheduled for the next term of Washington County Criminal Court.

Jonesborough man arrested following investigation into Introduction of Contraband into Washington County Detention Center.

According to Sheriff Ed Graybeal, Investigators arrested Dustin L Scott; age 23; 732 Mill Springs Rd, following an investigation into contraband which was being introduced into the Washington County Detention Center, in July of this year, by an employee.
Scott who was an employee at that time was caught on video and audio accepting contraband from an inmate’s spouse admitted that he had accepted a deal which would pay him $1000 cash to bring items into the secure facility. When confronted by Investigators in July, Scott admitted that he had brought contraband into the facility on previous occasions.
Scott’s case was presented to the Washington County Grand Jury in early November, and a presentment for his arrest was issued shortly thereafter.
Scott was being held at the Washington County Detention Center under $10,000 bond. Scott’s arraignment is scheduled for the next term of Washington County Criminal Court.

Jonesborough man arrested following Investigation into Torturous death of “Man’s Best Friend”.

According to Sheriff Ed Graybeal, Investigators arrested Dustin Ricky Harrell, age 21, 1178 Old Stage Road, Jonesborough following an investigation into the killing of a family pet dog named “Honey”. Harrell admitted that he had thrown the dog down stairs repeatedly, held it under water, placed the dog in the clothes dryer and cycled the dryer for approximately 4 minutes. The dog’s leg was broken during the torture causing it to cry for help. The dog’s mouth was taped shut to prevent it from crying out further.
Harrell was charged with Aggravated Cruelty to an Animal. He is currently being held in the Washington County Detention Center under a $10,000 bond. His arraignment will be held November 21, 2011 at 0900 in General Sessions Court.

Washington County Methamphetamine Cook closed down in Gray

According to Sheriff Ed. Graybeal, Washington County Officers arrested Scotty R. Frye, age 41 of 182 Cedar Creek Drive lot 2 Gray, TN charging him with Violation of Probation, Promotion of Methamphetamine Manufacture, Possession of Methamphetamine for Resale, Possession of Schedule VI, Possession of Schedule IV and Possession of Drug Paraphernalia.
This situation began when Washington County Deputies and Investigators with the Criminal Investigation Division went to 182 Cedar Creek Drive lot 2 Gray Tennessee to serve a violation of probation on Scotty R. Frye, after receiving information he was staying at the residence. Mr. Frye attempted to evade Deputies but was arrested. After securing Frye Investigators located several precursors used to Manufacture Methamphetamine, approximately 10-15 grams of Methamphetamine that was packaged for resale, an small amount of Marijuana, Illegally Diverted Prescription Medication, digital scales and approximately 8-10 one pot containers used to manufacture Methamphetamines inside the residence. Some bottles were in a hibernation stage requiring minor changes to be reactivated for use. The Drug Enforcement Administration, Second Judicial Drug Task Force and the Tennessee Methamphetamine Task Force assisted with the Investigation and disposal of the Methamphetamine lab. Frye was decontaminated of any dangerous chemicals before being transported to the Washington County Detention Center. The residence remains under Quarantine until the property is Safe for Human Use again.
Frye is being held in the Washington County Detention Center without bond and is scheduled for arraignment in Washington County Sessions Court on November 14, 2011 at 9:00am.

Telford Woman Charged with Violation of Sexual Offender Law.

According to Sheriff Ed Graybeal, Investigators arrested Pamela Ann Saltz, 58 of 117 Humphries Drive Telford after an investigation revealed she was found to be in violation of Tennessee’s Sexual Offender Law.
Investigators acting on an anonymous tip responded to the defendants residence where they observed various children’s toys scattered about the yard. Upon contact with the defendant it was found that four children all under the age of twelve, which were nonrelated to the defendant, were living in the residence. The defendant is listed as a Violent Sex Offender which prohibits her from having minor children in the home.
Ms. Saltz is charged with four counts of Violation of the Tennessee Sexual Offender Law and is being held in the Washington County Detention Center under a $40,000.00 bond.
Ms. Saltz is scheduled for her arraignment September 9, 2011 at 1:00pm

According to Sheriff Ed Graybeal, Investigators have arrested 3 Gray residents after an investigation revealed all 3 were in violation of Tennessee’s Sexual Offender Registry laws.
Charged in the investigation were:
Michael A Krauter; age 43; 1911 Honaker Court; Gray, TN. Krauter was charged with 5 counts of Violation of the Sexual Offender Registry. Krauters bond was set at $50,000. He was arraigned on the morning of the 10th of August.
Mark Krauter; age 43; same address. Mark Krauter was charged with 2 counts of Violation of Sexual Offender Registry, and 1 count of Facilitating the Commission to commit Violation of the Tennessee Sexual Offender Registry. His bond was set at $30,000
He will be arraigned on the 11th of August.
Anna Krauter; age 35; same address. Anna Krauter was charged with Facilitating the Commission to commit Violation of the Tennessee Sexual Offender Registry. Her bond was set at $10,000. She will be arraigned on the 11th of August.
The male Krauters have recent ties to the states of Illinois and Wisconsin.

According to Sheriff Ed Graybeal, Officers have arrested Roy W Royal, age 53, 1387 Highway 107 following an investigation into stolen vehicles and drugs.
Deputies received information that a vehicle stolen from an Elizabethton Auto Sales lot was on Royals’ property. Officers also received information in regards to the reported auto thief also being on Royals’ property.
When Deputies responded to the residence to search for the stolen vehicle they located Marijuana plants growing in plain view in the back yard of the home and found the stolen vehicle stuck in a wooded area behind the home.
Investigators were called in to assist with a thorough search of the area surrounding the home and the home itself. Inside the home deputies located a basic indoor marijuana grow complete with grow lights, ballasts, chemicals, timers, etc.
Royal’s history includes Felony convictions which prevent him from legally owning Firearms and ammunition. During the search a large amount of ammunition was located inside the home.
75 marijuana plants were removed from the property including plants being grown inside and outside the home. Investigators also recovered approximately ¼ pound of processed marijuana, and digital scales. The street value of the drugs would be approximately $75,000.
Royal was charged with Possession of Stolen Property, Manufacture of Schedule VI, Possession of Schedule VI for Resale and Maintaining a Dwelling Where Controlled Substances are Used and Sold.
Royal’s bond was set at $25,000. Royal will be arraigned this morning at 0900.

TRAFFIC REMINDER: The Washington County Sheriff’s Office unveils traffic reminders for the opening of Washington County Schools on Tuesday, August 9, 2011.

Today, Sheriff Ed Graybeal announces that his department is ready for the increase in traffic around county schools as they open on August 9, 2011. According to Sheriff Graybeal, “We have had a safe summer on the roadways throughout Washington County. Our serious injury crashes and fatalities are down from this time last year. We would like to take this opportunity to remind everyone that schools will open this coming Tuesday and we will step up our enforcement efforts, especially in the school zones. We will be monitoring the traffic flow, watching for those that speed and drive recklessly in the school zones, as well as occupant protection safety issues.”
A cooperative effort between the Sheriff’s Office and the Washington County Department of Education Pupil Transport Division will be targeting those motorists that pass stopped school buses or otherwise operate their vehicles in a manner that may endanger the driver and passengers on the school buses.
Sheriff Graybeal added, “We have worked well with the School System on a variety of safety issues. If a school bus driver observes any situation that may endanger a student on that particular bus, they will alert our agency and we will take the appropriate enforcement action. We want our students to feel safe during their educational experience and this includes time at school as well as the time they spend on the school bus.”
County schools will be on an abbreviated schedule on Tuesday and will resume their regular schedule beginning on August 10, 2011.

Hydroponic indoor Marijuana grow shut down in Washington County.

According to Sheriff Ed Graybeal, Washington County Sheriff’s Office Investigators working with the 1st Judicial Drug Task Force, the Drug Enforcement Administration and the Bureau of Alcohol Tobacco and Firearms on a 2 week investigation have shut down an extensive indoor Hydroponic Marijuana grow lab. A Search Warrant was executed without incident at 2419 Melborne Drive in Johnson City.
A search of the residence uncovered the sophisticated grow lab that had 30 Marijuana plants in various states of growth. The suspect stated he would net three to four grows a year that would net approximately $142,000.00 per grow with the total sum being just under a half of a million dollars per year.
Investigators are conferring with the United States Attorney General’s Office for possible Federal Charges.
The Investigation is ongoing and the case will be presented to the next session of the Washington County Grand Jury.
The suspects name is being withheld pending possible charges with the Federal Grand Jury.

Traffic stop leads to multiple charges on 3 Greene County men.

According to Sheriff Ed Graybeal, Washington County Deputy’s conducted a traffic stop on Grassy Valley Road at 7:50am. The vehicle was occupied by 3 men and contained a variety of items that were later found to be stolen from various locations in Washington County and Johnson City. Investigators with the Washington County Sheriff’s Office Criminal Investigation Division responded to the scene and notified the Johnson City Police Department who dispatched an Investigator. A joint investigation was conducted which resulted in three auto burglaries being solved from the early a.m. of this date. The Johnson City Police Department netted numerous charges as well on the three individuals.
Marshall C. Buell, 18 of 1105 Welcome Grove Road, Moshiem TN is charged with Reckless Driving, Driving on a Revoked License, Possession of a Prohibited Weapon and three counts of Auto-Burglary. Mr. Buell’s bond is set at $33,000.00
Tyler D. Bolton, 18 of 70 Champion Circle, Greeneville, TN is charged with Possession of Schedule VI, Possession of Schedule III, Possession of a Prohibited Weapon and three counts of Auto-Burglary. Mr. Bolton’s bond is set at $33,000.00
Christopher W. Jennings, 21 of 2900 Middle Creek Road Afton, TN is charged with three counts of Auto-Burglary. Mr. Jennings bond is set at $30,000.00
All three men are being held in the Washington County Detention Center with a Court date on 07/20/2011 at 9:00am in Washington County Sessions Court.
The Investigation is continuing with more charges pending.

Burglary of Gray United Methodist Church leaves five people charged in connection of the crime.

According to Sheriff Ed Graybeal, Washington County officers received a report of a Burglary at the Gray United Methodist Church, 2108 Oak Street Gray, TN.
One Juvenile was charged with Burglary and two others were charged with Possession of Stolen Property.
Thomas Andrew Rafalowski, age 18 of 144 Hillside Road Gray, Tn. is charged with Possession of Stolen Property and Contributing to the Delinquency of a Minor.
Ryan Benjamin Lopez, age 18 of 1810 Oak Grove Village Gray, TN. is charged with Contributing to the Delinquency of a Minor.
A Patrol Officer with the Washington County Sheriff’s Office responded to the church as well as Investigator’s with the Criminal Investigation Division. Shortly after the crime scene was processed the responding officer received information concerning the Burglary. Acting on the information Investigators were able to locate five people that were charged in connection with the Burglary. Two being adults and three being juveniles.
The five people charged all admitted the acts committed were to obtain monies to purchase herbal incense known by a long list of brand names including Dance with the devil, Purple Urple, Hydro, ect. Dubious chemists answered the banning of K2 another similar herbal mixture by creating new products that contain different ingredients not yet banned by Tennessee law. The herbal mixture is sprayed with chemicals that are similar to the THC found in marijuana, but research shows its 4 to5 times more potent. It’s unknown what all the side effects of the chemicals do to a person’s health for them to obtain an approximate ten minute marijuana type high.
Since the drug is not federally regulated, it dodges traditional drug tests. Drug tests are being developed and should be available as early as September 2011.
The three juveniles were served with Juvenile Petitions to appear in Juvenile Court.
Thomas Andrew Rafalowski was arrested and being held in the Washington County Detention Center under a $6,000.00 bond with a Court date of June 28, 2011 at 1:30pm

Two arrested after an overnight standoff.

According to Sheriff Ed Graybeal, Washington County Deputy’s received information on the location of two fugitives from Bristol, Va. at a local hotel last night at approximately 11:00 p.m.
Deputies along with the Johnson City Police Department and the U.S. Marshalls Service responded at which time both suspects barricaded themselves inside a room at the Motel 6, 207 East Mount Castle Drive, Johnson City.
Both the Washington County and the Johnson City S.W.AT. Teams made entry into the room with assistance from the Johnson City Fire Department, JCPD Bomb Squad, Washington County EMS, Drug Enforcement Agency.
Taken into custody was, Shawn W. Sykes, black male, age 41 of 13 Fuller Street Bristol Va. along with Robin L. Sykes, white female, age 43 of the same address.
Sykes has been charged with being a fugitive from justice, resisting arrest, felony vandalism, attempted arson, reckless endangerment, manufactor of methamphetamine, simple possession, civil disorder. Sykes is being held on a $103.000 bond.
Robin Sykes has been charged with being a fugitive from justice, and resisting arrest, she is in jail on a $51.000 bond. Arraignments for both have been scheduled for Monday, June 6 at 9am.

“Kick-Off” for the summer traffic enforcement

With many area schools out for summer vacations and the Memorial Day weekend just around the corner, higher than normal volumes of traffic are expected throughout our region. With the fuel prices on the rise, it is anticipated that many of our residents will be traveling locally and enjoying what our beautiful area has to offer.
Today, Sheriff Ed Graybeal announces that in conjunction with the Tennessee Governor’s Highway Safety Office and the many law enforcement agencies in Northeast Tennessee as well as our counterparts in Southwest Virginia, Southeast Kentucky and Western North Carolina the “kick-off” for the summer traffic enforcement initiatives will be held on Thursday, May 26, 2011 at 11:00 a.m. at the Tennessee Highway Patrol, District Five Office, 184 Joe McCrary Road, Fall Branch, Tennessee 37656. (Interstate 81, Exit #50).
According to Sheriff Graybeal, “As you are aware, our region has been very proactive in our approaches to highway traffic safety. With the success of the Click It or Ticket, 100 Days of Summer Heat, Buckle Up in Your Truck and the Hands Across the Border programs, hundreds of lives have been saved on our area roadways. With similar programs in Virginia, Kentucky and North Carolina, our entire region is committed to making “every ride a safe ride”.
Scheduled to be present at the event are representatives from the Tennessee Governor’s Highway Safety Office, representatives from the Tennessee Department of Safety, local Sheriff’s and Chief’s and our law enforcement partners from Virginia, Kentucky and North Carolina.
Sheriff Graybeal added, “Regular seatbelt usage is the single most effective way to protect people and reduce fatalities. When worn correctly, seatbelts have proven to reduce the risk of fatal injuries to front-seat passengers by 45% and by 60% in pick-up trucks, SUV’s and mini-vans. It will be our focus this year to make sure drivers and passengers are wearing their seatbelts. We will pay particular attention to children that are required to be in a child passenger safety seats. We will assist parents and caregivers in making sure those children are in them safely and correctly, whether it is during the day or at night.”
The enforcement campaign for “Click It or Ticket” began on May 23, 2011 and concludes June 5, 2011.

Carter County man enters plea to Solicitation to 1st Degree Murder.

According to Sheriff Ed Graybeal, Benjamin T. Barrick, age 41, formerly of 2613 Bob Little Road, Elizabethton, entered a Best Interest Plea to a charge of: Solicitation to Commit First Degree Murder, today in Washington County Criminal Court.
Barrick was arrested on August 26, 2010, after an investigation into a complaint that Barrick had hired a Carter County man on or about the 22nd of August 2010 to kill a Washington County resident. The solicitation occurred on South Roan Street in Washington County, TN. The day following the solicitation, Barrick provided the intended “hitman” with a .22 caliber pistol and .22lr ammunition which were to be used in the slaying.
Carter County Sheriff’s Office quickly became aware of the situation after an individual came forward. Washington and Carter County Sheriff’s Offices working closely with the Tennessee Bureau of Investigation, and the Bureau of Alcohol, Tobacco, Firearms and Explosives conducted a tiring investigation into the matter, completing recorded telephone calls to Barrick and a number of interviews with the intended victim and witnesses.
Officers attempted to arrest Barrick at an apartment in Elizabethton, but Barrick eluded arrest. He was arrested the following day and was found with a cache of outdoor items with which he could have evaded arrest for a prolonged period of time in the outdoors. Items such as a Night vision device, survival equipment, binoculars, personal hygiene items, camouflage clothing, etc.
Barrack’s bond was set at $100,000 and he was incarcerated in the Washington County Detention while his case went through Washington County Session court, Washington County Grand Jury and into Criminal Court.
Barrick entered a Best Interest plea to 1 count of Solicitation to Commit 1st Degree Murder and was sentenced to 15 years of probation (5 years Supervised and 10 years Unsupervised).

Three arrested on drug charges.

According to Sheriff Ed Graybeal, Washington County Deputy's received a complaint of a suspicious vehicle in the 3600 block area of Old State Route 34, Limestone; an area plagued with thefts from homes and a cemetery. The vehicle was located a short time later at a nearby convenience store.
Officers approached the occupants to inquire about possible criminal activity in the area and after a brief field investigation, officers located 324 grams of marijuana and 2 grams of cocaine inside the suspicious vehicle. The occupants were identified as James Swinehart, age 44, 2506 Mckinley Road; Vicki Swinehart, age 49, 2506 Mckinley Road; and Darnelle Cook, age 33, 1410 Colony Park Drive. All three were charged with Possession of schedule VI for resale, and simple possession of schedule II.
Bond for the trio was set at $20,000 each and arraignment is scheduled for today.
The investigation is continuing and more charges are possible.

Large quantity of drugs and illegal guns lands 2 Limestone Residents in the slammer.

According to Sheriff Ed Graybeal, Officers arrested Jonathan B Aloisio, age 35, 3661 Old State Route 34, Limestone; and Toni M Aloisio, age 40, after locating a large quantity of drugs and firearms inside their home.
Officers went to 3661 Old State Route 34 to complete a follow up investigation. Upon entering the home officers were overwhelmed by the odor of Marijuana.
Officers completed a search of the home locating approximately 285 marijuana plants, an elaborate indoor grow operation including 6 large indoor grow lights, plant food and fertilizers, humidity gauges, Carbon Dioxide; approximately 6 pound of processed marijuana, ¾ pounds of Psychedelic mushrooms, 3 ounces of powdered cocaine, 6 handguns, 4 rifles, and 3 sawed off shotguns.
Toni Aloisio was charged with Possession of Schedules I, II and VI for Resale, Possession of Drug Paraphernalia, Aggravated Child Abuse and Child Neglect or Endangerment and Maintaining a Dwelling where controlled substances are used and sold. Her bond was set at $71,000. She is scheduled for arraignment on the 27th of April 2011.
Jonathan Aloisio was charged with Possession of Schedules I, II, and VI for Resale, Possession of Prohibited Weapons, Unlawful Possession of Firearms, Possession of Firearms in the Commission of a Dangerous Felony, Aggravated Child Abuse and Child Neglect or Endangerment, Maintaining a Dwelling Where Controlled Substances are Used and Sold. His bond was set at $221,000. His arraignment is scheduled for 27 April 2011.
The Aliosio's 3 children were removed from the home by the Department of Children Services.
The street value of the drugs is placed at approximately $500,000 due to the high THC content of the marijuana. The marijuana was selling for approximately $4000 per pound.

A Telford, TN man being held in the Washington County Detention Center, has died.

According to Sheriff Ed Graybeal, Jesse Hester, age 46, of 176 Al Sliger Road, Telford, TN died yesterday. Mr. Hester was being held in the Detention Center on rape charges.
The investigation has been turned over to the Tennessee Bureau of Investigation. There is no foul play suspected at this time.

Armed Robbery of Gray man lands 4 in custody.

According to Sheriff Ed Graybeal, Washington County officers received a report of an armed Robbery of an individual, which occurred in the Gray area late Wednesday. The victim advised 2 offenders had taken him to the scene in a red GMC pickup and stopped. 2 additional offenders then came out of the bed of the truck, one armed with a high powered, bolt action rifle. The offenders took 2 different types of medication from the victim at gunpoint.
Investigators responded to the scene of the robbery and quickly began developed leads on the case. Numerous residences were checked and vehicles were scrutinized as Investigators and Deputies searched for the offenders. Two of the offenders were taken into custody late Wednesday, those were:
Amber L O'Berry, age 20, 126 Blazerview Rd, Gray; and a 17 year old male juvenile. O'Berry was charged with Criminal Responsibility for the conduct of another and Violation of Probation, her bond was set at $50,000. She is currently incarcerated in the Washington County Detention Center awaiting a preliminary hearing.
The 17 year old juvenile was charged with Aggravated Robbery, his bond was set at $10,000 cash bond. He was taken to the Upper East Tennessee Regional Juvenile Detention Center where is he is still being held.
On Thursday Investigators charged 2 additional 17 years old juveniles on the case, with Criminal Responsibility for the Conduct of Another in reference to assisting/ aiding in the Armed Robbery. Both were taken to the Upper East Tennessee Regional Juvenile Detention Center in Johnson City where they are being held on $1500 cash bonds.
Investigators located the red GMC pickup used in the robbery, which was registered to a family member of one of the male juveniles.
The juveniles will be arraigned today in Juvenile Court.

Guns, Drugs and Stolen Property equal 15 ½ years in Federal Prison for Jonesborough man.

According to Sheriff Ed Graybeal; Robert Alan Stoneman, age 38, 488 Tavern Hill Road, Jonesborough; was sentenced to 188 month in Federal Prison late Monday, Stoneman will also have to complete 5 years of supervised release upon his release.
Stoneman's recent troubles began in February 2010 when Washington County Sheriff's Office Investigators, Drug Enforcement Administration Agents, and Officers from the State of Tennessee Board of Probation and Parole went to his home to conduct a follow up investigation. Inside Stoneman's home officers located a .22 caliber rifle, a stolen .45 caliber handgun, 1/2 pound of marijuana, digital scales and other items used in the packaging and resale of Marijuana, and approximately $210 cash, 2 Harley Davidson Motorcycles with altered Vehicle Identification Numbers. While there, Stoneman was taken into custody on charges of Violation of Parole.
Stoneman is a convicted felon prohibited from possessing firearms. A firearms case against Stoneman was presented to the United States District Attorney's Office- Eastern District of Tennessee for consideration.
Stoneman was indicted in U.S. Federal Court-Eastern District of Tennessee (Greenville) by the Bureau of Alcohol, Tobacco, Firearms and Explosives on 2 counts of Possession of Firearms while being a Convicted Felon, Possession of Firearms in the Furtherance of a Drug Crime and Possession with Intent to Distribute Marijuana.
In October 2010, Stoneman entered a plea of guilty to being a Felon in Possession of a Firearm.
United States Assistant District Attorney Robert Reeves represented the Government in Federal Court proceedings.

Deputies arrest two and dismantle a Methamphetamine Lab in Gray.

According to Sheriff Ed Graybeal, at about 3:15pm, Deputies received a call from a property owner on Possum Hollow Road that some subjects living behind his mobile home were ( cooking meth. ). Upon Deputies arrival, two subjects ran from the scene and were immediately apprehended and identified. The lab was found in an outbuilding behind the mobile home and subsequently dismantled. Arrested were Brandon C. Holder age 28 418 Possum Hollow Rd. Gray and Edward G. Cato age 42 116 Morning Star Rd. Church Hill Tn. Both were charged with Initiating Process to Manufacture Methamphetamine, Immediate Precursor to Methamphetamine, Possession of Drug Paraphernalia, Possession of Schedule II Drugs for Resale, Resisting Arrest and Evading Arrest. Both will be arraigned in Sessions Court on March 24, 2011.

According to Sheriff Ed Graybeal, Officer Nicholas D. Kent, age 30 of 1307 Ballard Drive Johnson City was arrested by the Sheriff's Office Criminal Investigation Division this morning following an investigation in reference to a cell phone being located in an inmate pod.
Kent is charged with Introduction of Contraband into a Penal Facility which is a Class C Felony. A bond of $5000.00 has been set with an arraignment scheduled for 1:30 p.m. Tuesday.
In addition three inmates were also charged, Benjamin Fair age 28 of 315 Berkley Court Johnson City, Richard Workman, age 25 of 305 Delaware St. Johnson City and David W. Smith, age 32 of 360 Blankenship Lane Erwin were all charged with Introduction of Contraband into a Penal Facility and Vandalism, they each remain in jail on a $6000.00 bond with an arraignment scheduled for Tuesday at 1:30 p.m.

According to Sheriff Ed Graybeal, Washington County Deputies responded to the 100 block of John Garst road for a suspicious package. Upon their arrival, a back pack was located next to the roadway which contained ingredients to manufacture methamphetamine. Deputies were assisted by the Methamphetamine Task Force in the cleanup and an investigation is continuing with several leads to investigate.

Federal Weapons Violation lands Limestone man in Federal Prison.

According to Sheriff Ed Graybeal, Marc Kristopher Skeen; age 26; 960 Washington College Station Road, Limestone was sentenced to 63 months (5 years 3 months) yesterday in United States Federal Court- Eastern District of Tennessee located in Greenville, TN.
Skeen was found Guilty by a Jury of his peers after a trial on charges of Possession of a Firearm by a Convicted Felon in May 2010, in United States Federal Court.
Skeen's troubles began on September 25, 2009 when Skeen was involved in a Domestic Altercation at his home. During the incident Skeen used a handgun to fire shots toward a victim. Skeen was arrested, being charged at that time with Aggravated Assault, and Possession of a Firearm by a convicted Felon, in State court. That case was presented to the United States Federal Court-Eastern District of Tennessee for consideration and was subsequently transferred over for federal prosecution.
An indictment was obtained in Federal Court after the facts of the case were presented to a Federal Grand Jury by Washington County Investigators.
Skeen was taken into custody without incident after Investigators observed him leaving his residence in March 2010.
Skeen will be required to serve his sentence in full and upon release from Federal Prison will have to complete 3 years of Supervised Release.

Two men face sexual related charges.

According to Sheriff Ed Graybeal, Investigators have arrested two men following the conclusion of 2 separate investigations into allegations of a sexual nature. Those men are:
Estel L Kiser, age 62, 1528 Broad Street, Elizabethton; was charged with Sexual Battery by an Authority Figure following an investigation into allegations of inappropriate contact with a student at a Washington County High School. Investigators worked together with members of the Washington County School Board to complete the investigation as quickly as possible with the safety of the students/ victims in mind. Kiser's bond was set at $15,000.
Patrick L Ingle, age 36, 1009 Long Street, Johnson City; was charged with 2 counts of Aggravated Sexual Exploitation of a Minor. This investigation involves the Possession and Distribution of 25 or more images of Child Pornography. This investigation was a result of a cooperative effort between the Washington County Sheriff's Office, the Department of Immigration and Customs Enforcement, and the National Center for Missing and Exploited Children. Ingles' bond was set at $ 50,000.
Both men are scheduled for arraignment at the Next Term of Washington County Criminal Court.

According to Sheriff Ed Graybeal, Joshua Gergish age 28 was arrested January 25, 2011 at approximately 12:39 pm..
Support Services Officers with Washington County Sheriff's Office, acting on a tip from an anonymous source, apprehended Gergish at an address in Johnson City. The tip resulted from him being featured on the WJHL Mondays Most Wanted last night.
Gergish is scheduled to appear in Washington County Sessions Court on January 26, 2011 at 9:30am to be arraigned on the charges of Failure to Appear on Driving on Revoked License 2 counts. His appearance on the charge Violation of Probation will be set by the Criminal Court Clerk's office for a later date.

Another person on the Washington County Sheriff's Office Most Wanted List has been arrested..

According to Sheriff Ed Graybeal, Cody Allen Cole age 21 was arrested Jan 24, 2011 at approximately 8:46 pm. Kingsport Police Officers contacted the Washington County Sheriff’s Office to confirm information on Cole due to them receiving a tip from an anonymous source that had seen him featured on the WJHL’s Mondays Most Wanted. Washington County Sheriff’s Office confirmed that they had received the same tip. Officers from the Kingsport Police Department apprehended Cole and then turned him over to deputies from the Washington County Sheriff’s Office. Cole had only been featured hours prior to his arrest on the “WJHL Mondays Most Wanted” that night.
Cole had been charged with Aggravated Robbery and had an outstanding Violation of Probation Warrant due to prior charges of 3 counts of Vandalism. Cole is scheduled to appear in Washington County Sessions Court to be arraigned on the charge of Violation of Probation on 25 Jan 2011 at 10:30 am. Cole’s appearance date for the charges of Aggravated Robbery will be set by the Criminal Court Clerk’s office for a later date.

One of Washington County’s Most Wanted caught in Rutherfordton North Carolina.

According to Sheriff Ed Graybeal, Rutherfordton City Police Department in North Carolina
arrested Kevin James Hamby, 49 of 184 North Meriden Street, Rutherfordton North Carolina.
The Washington County Sheriff’s Office Criminal Investigation Division acquired a telephone number of the defendant from the Tennessee Fusion Center. Investigators were able to locate the defendant’s address from the telephone number and worked with the Rutherfordton City Police Department who apprehended the defendant without incident.
Mr. Hamby was arrested for Unlawful Possession of a Weapon. Mr. Hamby is a convicted Felon and was in possession of 19 various types of firearms.
Ms. Hamby is being held in the Rutherford County Detention Center in North Carolina with a Fugitive from Justice Warrant pending Extradition.
The court date in Washington County will be set after Extradition is completed.
Kevin James Hamby had absconded and has been wanted since March 11, 2009

According to Sheriff Ed Graybeal, Washington County Deputies arrested
Diane Lynn Fagans, 49 of 1105 Johnson Avenue Johnson City.
The Washington County Sheriff’s Office received an anonymous tip and responded to
1105 Johnson Avenue and arrested Ms. Fagans without incident.
Ms. Fagans was arrested for two Violations of Probation out of Washington County Criminal Court, one Violation of Probation out of Washington County Sessions court and a Failure to Appear for Prostitution.
Ms. Fagans is being held in the Washington County Detention Center without bond.
The court date is set for 01/05/2011 at 9:00am on the Sessions Court Violation of Probation and Failure to Appear for Prostitution. The court date on the two Criminal Court Violation of Probation’s will be heard at the next term.
Diane Lynn Fagans had absconded and has been wanted since April 29, 2007.

Last In-Custody, “Operation Talisman” Drug Dealer, sentenced, entire organization to serve 187 years in Federal Prison.

According to Sheriff Ed Graybeal, Jonathan Shell, age 24, previously of 1216 Huffine Rd # 4, Johnson City; was sentenced to 90 months in Federal Prison on Friday the 10th of December 2010. Shell was a co-conspirator in the “Operation Talisman” case in which 33 individuals were indicted. Charges against 2 individuals were dismissed, 2 were acquitted at trial, 1 was murdered in Houston Texas and 2 are still outstanding (believed to be in Mexico). The following are sentences for the individuals who pled guilty rather than face a trial.

All defendants will have to serve a certain amount of time on supervised release after their release.
Sheriff Graybeal would like to thank agents from the Drug Enforcement Administration and prosecutors from the United States Attorney’s Office for the long hours of work they put into this case. If not for the cooperative efforts of these agencies this case would have never came to fruition. Gray Marijuana Grower faces charges in United States Federal Court.

According to Sheriff Ed Graybeal, Bobby L. Greene, age 36, previously of 173 Circle Drive; was arrested today on a Federal Indictment charging him with: Manufacture of Marijuana, Possession of Firearms by Unlawful Drug User and Possession of a Firearm in the Furtherance of a Drug Crime.
Greene's problems began after investigators followed up on information of drug activity and discovered Marijuana plants growing at Greene's home, along with numerous firearms, and a safe containing approximately 1 ounce of powdered cocaine, ½ ounce of Crack Cocaine, and over 1 pound of processed marijuana.
Investigators seized over $700 cash and a vehicle from Greene.

Early morning crash sends one man to the hospital and another to jail.

According to Sheriff Ed Graybeal, Deputies responded to a crash with injuries on the Kingsport High-way around 1:15 am on Wednesday the 8th of December. Benjamin S. Carder age 27 of 124 Stratton Dr., Kingsport, TN. was driving a Volkswagen Jetta north on the Kingsport High-way 36 near the Sullivan County line. Mr. Carder crossed the center line going into the south bound lane hitting a BMW head-on. The BMW was driven by Thomas A. Watts age 22 of 418 Roller St., Kingsport, TN. Mr. Thomas was taken to the Johnson City Medical Center and is listed in stable condition.
Benjamin S. Carder was taken into custody and transported to the Washington County Detention Center. Benjamin S. Carder was charged with DUI 2nd and Vehicular Assault and is being held on a eleven thousand dollar bond. Mr. Carder is set for arraignment in Jonesborough Sessions Court at 9:00am on the 8th of December 2010.
